Namun, hingga 2025, biaya membengkak menjadi lebih dari Rp114 triliun (sekitar US$7,3 miliar), dengan porsi utang dari China Development Bank (CDB) mencapai 75% atau sekitar US$5,5 miliar. Kerugian negara semakin nyata ketika pemerintah terpaksa menanggung beban pembayaran utang ini melalui Anggaran Pendapatan dan Belanja Negara (APBN). Pemerintah perlu melakukan audit menyeluruh oleh BPK, renegosiasi utang secara transparan, dan diversifikasi pendapatan KCIC (misalnya integrasi dengan properti TOD). Tanpa langkah ini, Whoosh berisiko menjadi &#8220;monumen kegagalan&#8221; yang dibayar mahal oleh rakyat Indonesia.
